Guidelines for Setting Up a Stone Crusher Plant in India
Establishing a stone crusher plant in India requires compliance with various legal, environmental, and operational regulations. Below are the key guidelines to follow:

1. Legal and Regulatory Approvals
# (a) Consent to Establish (CTE) & Consent to Operate (CTO)
– Obtain CTE from the State Pollution Control Board (SPCB) before setting up the plant.
– After installation, apply for CTO under the Air (Prevention & Control of Pollution) Act, 1981, and Water Act, 1974.
# (b) Environmental Clearance (EC)
– Mandatory for projects with mining area ≥ 5 hectares or production capacity ≥ 1 million tonnes/year.
– Governed by the Ministry of Environment, Forest & Climate Change (MoEF&CC) under EIA Notification, 2006.
# (c) Mining Lease & License
– Obtain a mining lease from the respective state government under the Mines and Minerals (Development & Regulation) Act, 1957.
– Ensure compliance with district-level mining department rules.
# (d) Factory License & Business Registration
– Register under the Factories Act, 1948, if employing more than 10 workers with power or 20 without power.
– Obtain GST registration and trade license from local authorities.

2. Location & Siting Criteria
✔ Must be at least:
– 500 meters away from highways/roads.
– 1 km away from human settlements.
– Avoid ecologically sensitive zones like forests, rivers, and wildlife sanctuaries.

3. Pollution Control Measures (As per CPCB Guidelines)
# (a) Dust Suppression System
– Install water sprinklers at crushing units and conveyor belts.
– Use mist spray systems at loading/unloading points.
# (b) Noise Control Measures
– Use noise barriers/silencers for crushers and generators.
– Maintain noise levels below 75 dB(A) as per CPCB norms.
# (c) Effluent Treatment (if applicable)
– Treat wastewater before discharge if wet processing is involved.
